Default is enhancing wands worth it ?

Wizards have a class enhancement which gives a 45% max bonus to damage of wands, but my friend who's never played a wizard in DDO but is an experienced cleric, paladin and rogue suggests that the best option for clerics and wizards is to wield 2 scepters, one in each hand, so that I get the massive benefits to spellcasting they give (like additional spell points, an increase in spells DC or damage...), so if I'm going to be wielding 2 scepters almost all of the time (except maybe when I run out of mana, then I switch to a wand) is it worth to spend several action on points on 3 enhancements to improve wands by 45% ? Do you think those AP are worth a 45% increase to something I'm gonna use only when I run out of mana, or do you think I should have a wand equipped all the time and take the enh. too ?

    Depends how you play.

I take it on my classes that can heal. If you're a warforged, it'll boost up your Repair wands & Reconstruct scrolls.

I would take at least two ranks. This will make it easier for you to scrollheal yourself, and to use scrolls to supplement Reconstruct when on toaster repair duty.
