LOTROInterface is basically the official website for this type of stuff; the SkinArt pack for U7 was dropped there by Turbine themselves.
As the website name suggests, they cater for LOTRO primarily, and DDO secondarily. Click on 'Downloads' and select 'DDO Developer Utilities from the right hand side options.

The most recent DDO interface that was uploaded is the beta version. Any chance of updating it to the current live version?
