Rahkir's new set bonus for Archmage V (need info)

After describing the old 5% +.5 bonus Rahkir's Belt reads:

"If you also have the Archmage V Enhancement, these items will grant a chance to increase your Arcane caster level by 2 for a short duration every time you cast a spell."

Unfortunately I do not have the ring to test this out properly and hopefully someone here can answer these questions:

1) What is the proc rate for this :20 effect when casting a spell?

2) Do spell-like abilities proc this effect(hypno, magic missle, web etc)? Does Arcane Bolt proc this effect?

3) Does the timer reset to :20 every time you get a second proc? I'd expect this to be a definitive "yes" because other items such as Madstone Boots work in this manner.

4) This increase in caster level on a capped toon would bring you up to 22 for the duration resulting in +2 Spell Penn, and added length to buffs like haste(4:24 extended)? Edit: Caster Level does not effect DCs, answered in another thread

5) Does this effect stack with the Epic Staff of Arcane Power allowing for caster level 24?

i've heard 10% chance to proc, the duration does reset, and supposedly even using scrolls and wands can proc the timer so apart from a brief period at the start it should be on almost all the time. haven't heard anything specific about spell-likes procing or not.

that said, i'm only regurgitating answers here, i've not done any primary research myself.
