In the Lammania forum, a dev said Touch of Death changes would be evaluated on live before introducing Ninja Spy III.

Based on some of the various dev comments I've seen (today mentioning that U8 would be the last update this year and previously mentioning that odd numbered updates are the content updates) my guess would be early 2011 (U9) for Ninja Spy III. That would give them plenty of time to evaluate and conform to their current update schedule.
