Green steel bound to character?

Did I miss an update that made newly created greensteel items bound to character? Last I checked we could auction or transfer items from character to character. But as I tried sending a newly made +5 dwarven axe (with no upgrades) to an alt I discover its bound to character. Any info is appreciated.

Note to the OP: GS binds on equip.

Ok, so I tested blank transfer through mail and it worked. Then I transferred back and upgraded to tier2. I never equipped the item but I can 't send through mail anymore... What can I do? Will shared bank allow transfer? It's a mana GS on a rogue... useless.

A newly crafted and non-upgraded GS is what the OP was talking about. These are BoE.
As soon as you upgrade it, it's BtC automatically.
Perhaps we were a bit too vague for you before.
At least you didn't go tier 3 and waste any larges. Smalls and Mediums are a dime a dozen. The larges, and the blank itself, are the only important parts.

thanks. It wasn't written anywhere (didn't check forums) that it would bound to char when I upgraded that I thought I could do it. Should of asked before... ah well, now my pure rogue has 200SP....
