I think it can only be achieved by veterans and that there is not enough favor in the game for others to achieve the benchmark.

They screwed up. And I posted a thread about there not being anything for 400 in the llama forums. So they either didn't see the thread, or were too lazy to get a reward in / slightly decrease the favor on at least 1 of the new quests (max without veteran as you call it is 401).

I believe this is a reference to the revamped Korthos quests from earlier harbor versions. The names were changed, but the favor for doing them as the original quests remained with players that had done them. I believe some of the quests had their favor designations changed (from Coin Lord to Free Agent as an example). However, the favor for doing them originally still went to the original faction. Well, at least that is what is being discussed. I never paid attention to that detail at the time, and all of my current characters (those with that much coin lord favor) did those quests before the change was made, so I don't have any means of comparison without going quest by quest.

I suppose by that point effectively having a large bonus to haggle with the vendors in town wouldn't really be that cool, would it?

That was my first thought, though. Some kind of bonus when buying or selling at vendors.

Or, an item that functions like a gem bag(and other similar bags) but for general inventory. So, bag within a bag.

Or a horse. in some future(but not too distant) mod, mounts would be fun. Sure they'd rarely be terribly useful, but that's not important.

EDIT: CELESTIAL PACKHORSE! It can be summoned anywhere, any time, and it has extra storage in it's saddlebags!

DDOWiki shows that reward for The Free Agents 400 level, not Coin Lords.

That is free agent... btw I hate running out there just to repair, and is very much unneeded now as
1.) she's a slight more expensive and
2.) you usually have mostly bound raid loot which you then ritual bound on top so it takes no perm damage anyway.

400 free agent gets you better repairing
400 silver flame opens up silver flame vendor for potions and such... The only 400 favor mark useful these days.
400 coin lord gets you a letter from your friend Monty ... who if you talk to him tells you, you should be a coin lord but your only option is to decline.

Favorcap means little and the rewards from certain faction far more of value then others... be just what it is.

Because the entire favor system needs to be revamped. As they know this, they do nothing while its sits in a super secret code writing room, only to see the light of day when Turbine's DDO license expires.
