Is better tempest or whirlwind?

I'm planning to build a really an offensive TWF; i read about many ranger tempest builds nad so i thought why tempest and not whirlwind? What a tempest has and a whirlwind can't have?

i have never actually played a tempest, but i kno the tempest prestige enhancement(i dont think any tempests dont have this) get the 10% off hand proc, a boost to AC when wielding 2 weapons, and i think more as it goes on

Tempest is better if you're a new player because it has more defensive and survival features, while whirlwind would be a fighter that's more dependent on teammates (or at least special items)

So whirlwind is not a prestige class, it's simply a path for fighter?... So whirlwind don't take AC advantages wearing two weapons right?

Forget about whirlwind, its just another attack like Cleave. But with whirlwind theres a significant cool down afterwards that you have to wait on to swing again. It lowers your dps, do not waste the feat.

Tempest is the name of the ranger PrE which focuses on TWF. Whirlwind Attack is the name of a feat; Whirlwind Fighter is the name of a TWF fighter path which takes the Kensai PrE. Here's tihocan's updated take on the Whirlwind Fighter. Note that almost no one recommends taking the WA feat.
