is that the firelight finisher? then lvl 4 i believe is when you get fists of light but dont hold me to that.

Level 3 when you choose your path.

Fire:Light:Fire

Just make sure you put the Finisher button on your hotbar so you can use it.

Actually its level three if you choose light side, Path of Harmonious Balance.. as you get Fists of Light for that finisher
