Greensteel Blacksmith Who Can Retool Your Weapons/Equipment

Ok I have given up on my dream of deconstructing Green Steel items ever happening--despite the game changing just about every update, making some of our "things" much less desirable.

But how bout a GreenSteel BlackSmith whom we could take our equipment/weapons to? He/She could recraft them for us for some extra ingreds or epic tokens or plat.

Every DnD campaign I ever played, as well as many RPGs, we found awesome weapons that we could not use, but were able to take them to a Blacksmith who could take out the essentials of the weapon and craft a brand new one. . .for a price. . .sometimes just cash, or sometimes for some of the rare components in the weapon. Or a Mage that could take the power from a necklace/ring/armor and put it on something else.

Example:
For a small price:
I could take in my insight +4s, get rid of the insight bonus and put a damage effect on there instead, or my Min 2 Equipment and get rid of protect+ 5.. . Yes, there would be larges wasted in this process, but one could change an item to make it more useful end game at least instead of just leaving it in the bank, or crafting new weapons.

or for a larger price. . .
I could take my Min 2/Light Rapiers and change them to Light Picks/Khopeshes. . .Or whatever weapon switch people want to do--Its not just game changes that cause the wanting of switching weapons, but consider TRs, and people taking other lives for the past life feats, this could come in handy.

Or for an even larger price
Retool Min 2 for Light 2 or vice versa or any other dbl tiered item. . .

All of this could be done using almost the same Epic Crafting NPC options but switched for greensteel.

I agree that it would be great if they could allow us to do something with our old GS items or with mistakes, especially since they have allowed us to TR, ect., It wouldn't feel like such a waste of perhaps hundreds of hours...
