If you think about it, it actually makes sense that dexterity determines how good you are at hitting your target, while strength determines how hard you stretch the bow and thereby how hard you hit.

This ^^ some of the most damaging (and long ranged) bows ever, were the English Longbows, which took special strength training and years of practice to be able to draw. But because of this, they could punch through plate armor at 100yards (something only heavy xbows could do before this).
