How about adding recipies to the stone of change, that lets us add tiny-large augment slots to items? There are a wealth of near useless collectables in game. Items would need to be attuned first.

any changes to equipment or monster structure is a complicating process and causes unbalancing. one of the most important aspects that mmos have to keep in mind is that all races/classes need to be equally strong in one way or another and each have an advantage in one way or another. soo making equipment even stronger will force the developers to make the monsters even stronger as well so it wouldnt be boringly easy, and that would mean that the classes that might have had an advantage in one quest wont. having that intercept with the important aspect that i breifly described off the top of my head, proves the point that any modifications to equipment and moster properties is a very complicated process.
