While building the Bard Love Guide and reading many wonderful builds, I noticed we don't have many famous Virtuoso builds, so I decided to build one inspired by a famous real Virtuoso! Without further ado, I introduce the Master of Fingerpicking:

Unfortunately DDO doesn't suit the true Segovia concept of finesse fingerpicking, so we'll go with dual Heavy Picks via Master's Touch for this tribute build. (I'm sure he had a lot of STR in those fingers as well as DEX!)
Why Dorf? Well... they get spectacles!

Skills: The usual Bardic skills such as Perform, Balance, Concentration, Use Magic Guitar - er, Device: UMD not UMG! (With some points into Tumble, Jump, etc.)
This Virtuoso should tear up any musical challenge you present to him.

PS: You could go Human quite easily as well which would further justify the use of Picks over Dwarven Axes, since a powergamer would almost always choose Dwarven Axes for this kind of build. If you did, add OTWF to the feats.
