Unfortunately, that's how Turbine wants things, else they would not base content around Gear but around a raw Build instead.

trust me nothing turbine does is based on power gamers ... dr breakers can be found through standard play from lvl 6 quests up ... gear means next to nothing ... this game is nearly 100% based on build and build alone.

AC means next to nothing unless you hit over 60 base unbuffed .. which is super easy for monks or palidans or defenders with minimal gear ... and doable for all other classes (cept maybe casters ... MAYBE) with non raid gear.

Plus they make raids so easy and have difficulty settings to make them easier or harder as you see fit ... this isnt for power gamers its for casuals .. so they can raid and get top end gear without having to spend 6 hours a day to get it.

no power gamer i know wants to play on casual ... most avoid it everywhere cept prey the hunter.

No power gamer i know wanted a **** ton of low level content releases covering an entire year of content updates ...

this game is focused on making casual and free to play players happy .... not powergamers ... cause when the power gamers where getting there way .. DDO was losing subs with comments like the game is too hard in exit surveys.... at least that is what they where telling us was a major reason for people leaving the game back in 2008.

would it be more balanced if it required that you use a cleansing stone one each ring to activate the Shroud Weapon procs?

that would require 18 TODs and 40 shrouds to get the same proc rate as others get just by doing shroud.
