The description of Opportunist should be "A rogue with this ability gains a 3% chance to double strike with melee weapons and bypasses 10% fortification."
(As opposed to the old "A rogue with this ability gains a 3% chance to double strike with melee weapons. This ability may be taken multiple times, increasing this double strike chance by 3% each time.")
Is it still claiming to be able to be taken multiple times?

Well, I like this a bit better than 3% stacking as it was originally discussed. I think the consesus will likely be...
Improved Evasion
Double Strike
Crippling Strike
(one of the others)
And I could see someone argue to swap Imp Evasion to 2nd. As much as I like Crippling Strike, I can't see choosing it over 3% DS + 10% fort drop.
Seems to me the sweet spot for rogue multiclasses will now be very solidified at 13 levels for a lot of builds (seems like that was already kind of the norm).
This is a bit more balanced though as the dps increase vs other classes is only 3% plus 10% sneak attack/crit damage on fortified mobs. That's a lot more reasonable in my mind then 9% or 12% against everything.

Wouldn't it be great if there were some way you could "examine" a mob and see what his fortification is? (hint hint hint)

100% agreed. This is a nice new benefit to rogues (and an unexpected one). Ranged rogues have enough trouble keeping up...no sense putting them further behind.
Rogues are already a very healthy class in DDO right now. This gave them a bit of a dps boon that, from what I can tell, we weren't even desperately clammering for (but I'll happily take it). Not sure how this can be seen as a negative at all.
I think there are a lot of Dark Monks right now not very likely to want to hear complaints about this rogue adjustment

Any chance the 10% fort reduction could also apply to Ranged attacks, so Mechanic Repeater Rogues (which have just been made viable) can also see some benefit??
