As a side note, Genasi, if you're ever looking for an idea of something to add to items you should think about doing a few more like Daggertooth's Belt that are almost cross-classing items.
Having an item that grants the first or second tier of a multi-tier enhancement can be a very interesting character building tool.
There are plenty of simple skill bonuses, like Barbarian Intimidate as well as more interesting bonuses like Wand and Scroll Mastery that could be used to transform any number of character builds.
New versions of Droaam quests.
It was already pointed out Rocksplitter now has Fusible, meaning that it can be merged with another item that'll be released in the second half of the Droaam invasion series.
Scepter of the Fleshweaver now has Fragmented: This item looks as though it is only one half of a greater item. Perhaps in the future it could be rejoined with its other half to reform the item in its original glory.
The boss chest got a new item:
Teraza's Sight- Tiara, BTA, Wisdom +5, Wrath of Sora Kell, Detect Secret Doors 5x, Battle-Scarred: This item has obviously seen use in many fights. It is chipped and scratched, but perhaps in the future there will be a way to restore it to its former glory.
I predict that all three pieces of the Sora Kell set will now be Battle-Scarred, and you can upgrade them in the later dungeons to have +6 ability score, plus another bonus.

A suggestion for improving loot such as from Irestone Inlet. In addition to giving stuff like +1 Acid Touch an upgrade into +2 Acid or +1 Acid Lesser Bane, it can also be given Unraveling Enchantments to provide another upgrade later. That would mean that Irestone Inlet serves as kind of an in-game advertisement for the Sentinels adventure pack. Similar linkages could be given to the loot between other packs, as long as it's got something of a coherent theme and the level differential isn't too large.
When your hitpoints get low, you take a Fortification penalty to make what is already a precarious situation even more lethal?
No, just no.
If they want that effect to increase the character's vulnerability to physical damage, it can cause a percentage multiplier to all physical damage. Giving a 25% Fort penalty makes this a Warforged-restricted item. Oh, and the bonus only half-stacks with a Rage spell, huh?
This is usable at a level where AC matters and is fairly easily obtainable. High Ac characters can get by with fort penalties much more easily as the mob has to essentially hit them twice which doesnt happen much. I could see this used by such a character a bit. Hp surfing is much easier solo leveling where dungeon scaling prevents very large hits anyways. Also as you pointed out WF can use this whenever. Not an OMG I gotta have it weapon but not a horrid one either. Probably pretty nice for a WF FS.

The text says it belonged to a Medusa general who assaulted Stormreach, but Hesstess wields longbow and shortsword. Maybe her better weapon was left behind in her luggage?
The rage effect seems to combine two other effects added in U7: Half-Orc Fury and Warchanter Recklessness. The problems with Recklessness have already been discussed a lot in the bard hint thread, and here.
I don't often see high-AC folks going about with greatswords.
That's not a good thing. That type of racial preference might be alright if this item was crafted by the Lord of Blades, but it doesn't make much sense for Droaam. It isn't good that 7 of the 8 races need to seriously think about whether the vulnerability of this weapon makes it worth using, while one race can just totally ignore that and view it as all upside.
If it was an end all be all weapon I'd agree with you. But in all reality look at what this competes for in at level items. Whirlwind, xuum and antique greataxe are all better than this and lower min level. SoS is the same min level and makes this look like a joke. The new Hellstroke greataxe is better also. I could see this being fun for a WF FS or pally soloing that likes to play around with keeping his hp at 25% but for all intensive purposes this isnt going to be a widely used item with or without the fortification penalty.
A +2 Force Greataxe is not better than a +4 Wounding semi-Puncturing Greatsword, except maybe for a Dwarf.
The penalty on the Blade of Fury probably won't be a big deal, as characters of this level can expect to rarely get to such low hp unless they were already in big trouble anyhow. But as it's not going to be a highly attractive item in the first place, why make it worse?
I'd suggest buffing the item so you get a +2 morale bonus to str/con at 75% hp and below...
Also, suppose that the -25% Fortification at 25% hp was replaced with simply -2 or -6 AC. That would fulfill the concept that the weapon's effect doesn't help you defend yourself, but make it no less attractive to characters who were already at low AC to start with.
