Hey devs, here's a summary of my suggestions for the named items in U7.
Shield of Reflecting
Add ML
Make it +5.
Snakeskin Vest
Make it light armor (to allow Evasion)
Maybe add +5/+6 Dexterity, or Weapon Focus Pierce.
Wand of Blasting
Give it some amount of Potency.
Rocksplitter
Maybe switch it to Light Pick.
Upgrade other named items: Sparkstriker, Royal Scimitar, Sever.
Sora Kell Set
Add the 3rd item.
Give the set a lesser bonus (30% potency, +1 attack/damage) for only using two of the items.
Abishai set items
Increase energy resist from 3 to 10.
Charged Gauntlets
Reduce lightning damage (down from 50).
Envenomed Cloak
Remove poison immunity from Boss Ward.
Buff the Poison Ring from Cult of the Six with more Consitution and either Poison Guard or vorpal poison.
Infested Armor
Remove disease immunity from Boss Ward
Hellfire Crossbow
Change Flaming to Flaming Burst
Hellstroke Greataxe + Hellfire Crossbow
Add Evil Cold Iron damage types, add Lesser Evil Outsider Bane.
Diabolist's Robe
Add Fire/Cold resist 10.
Gem of Many Facets
Add Might of the Abishai
Battered Marketplace Shield
Add ML
Staff of Nat Gann
Dexterity +4
Base damage 1d8
Attack mod = max(str,dex)
Tumble clicky
Epic Staff of Nat Gann
Change daily use conditional to be (used<max) instead of (remaining>0).
Increase base damage and critical threat.
Add Thief-Acrobat set.
Goggle of Time-Sensing
Add ML
Timeblade
Add either Doublestrike or enhancement attack speed.
Add immunity to Slow spell.
Wraps of Endless Light
Nerf it. Leave them the best undead-fighting handwraps ever, but not SO much better than the runner-up.
Allow non-monks to train Improved Unarmed Strike.
Allow untrained characters to make unarmed attacks at 100% the rate of their TWF swings (minus Tempest bonus).
Consider adding a quarterstaff/light mace alternative (crystal).

There's a lot of great feedback in this thread, thanks everyone. I managed to get in some changes in response to your thoughts, and they are as follows:
-Staff of Nat Gann: is now silver, gives Dex +4, and uses Dex to hit and Dex for damage.
-Hellstroke Greataxe: now has the Cold Iron mutation, which it previously lacked.
-Hellfire Crossbow: now has Flaming Burst. I can see how Flaming was too weak a choice when the Scorching Ray was really just a neat bonus.
-Timeblade: now gives a 3% doublestrike chance.
-Epic Hellstroke Greataxe: now has the Cold Iron mutation, which it previously lacked.
-Epic Staff of Nat Gann: is now silver, no longer gives Uncanny Dodges (until we fix the way it works, since right now it is taking away your dodges), uses Dex to hit and Dex for damage, and has a crit range of 19-20.
-Epic Timeblade: now gives a 6% doublestrike chance. It was also supposed to have Improved Slowburst before but the mutation it was given was the wrong one. It now has Improved Slowburst as it should.
-Shield of Reflecting: is +5 now, and has a min level of 10.
-Wand of Blasting: now gives Greater Potency IV.
-The items that grant the Abishai set bonus that had energy resistance now give 10 resist instead of 3.
-Battered Guardian Shield: now has min level of 10.
-Goggles of Time-Sensing: now have min level of 4.
I always appreciate comments on the loot- I take as much time as is possible to read them and make adjustments. Oh, and about the third item in the Sora Kell set: it was indeed determined that the chest that should have been dropping it was not doing so, but it's since been fixed. It should be dropping now, and can be found in the Framework quest. There were two weapons that were also not dropping, and they should show up as well (one in Framework and one in Eyes of Stone).

If someone has made any of the other Epic's (Hellfire Crossbow...) can they please post them so we can provide feeback on them as well and maybe get them a bit of a boost if they need it?

This is just the most disappointing Epic item in the game (well, that other summoning wand may be right there with it). At least give it a DC of 30+, or something? Anything?

Okay, here's a comment on the loot from Three Barrel Cove: it does not exist. Please adjust that. (Just because an adventure pack is old doesn't mean it's unimportant)
It seems a bit weird to have a set of three items in a series of three quests, but not to distribute one into each dungeon. Symmetry.
On the other hand, maybe you're thinking that Diplomatic Impunity is the weakest dungeon of the series (due to problems in the jungle areas), so you don't want to emphasize it further...
This is the jesus like response us players like to hear from our staff. See, this guy listened to our suggestions, and followed through. Take notes, other dev's.
Since we are the ones playing the game, it would make sense to listen to your customer. After all, the customer is always right.
We will pay to have these items, simple as that. You make money by listening to us and following through. We are the ones playing this game all the time, it would make sense to listen to us AND act on it. This dev did, and he is jesus.

True, but there is already so many sources of +2 Necromancy DC in game that there is nothing wrong with one item being made for Pale Masters. For PM it's actually an upgrade, the idea is to make an item more compatible with other necromancy gear as well as change it towards the prestige class it was probably designed for.
Most Necromancy focused casters already have an item of some kind that adds to their Necromancy DC. Examples being Staff of the Petitioner, Deaths Touch after its Upgrade, Spectacles of Spirit Sight, Epic spectacles of Spirit sight, Epic staff of Inner Sight, Mentau's Goggles, and any randomly generated +1 necromancy club or dagger.
AD, Try wearing the Shroud of the Abbot on Lamannia in Lich form... let some stuff hit you and watch the HP you get back... Wouldn't it be better to have 1 item designed to be very nice for Pale Masters, rather then another cookie cutter +2 necro dc item someone can get half a dozen other places?
Other prestige classes have items directly designed for prestige classes that aren't tied to the TOD rings. Examples like Levik's set for Tanks, Lorik's set for Healers, Tharne's Wrath for Rogues, Glacial Assault for Sorcerers. Why not Pale Master?
