problem updating u.s. debit card from philippines...

I'm currently in the Philippines for college and visit my family in Texas during the summer if I'm not taking summer classes. During this last vacation in Texas, I got a debit card from my bank and since then I have bought some games over the internet from the philippines with it, so I know it works. Anyways my problem is I seem to have a problem updating my account billing information from an old prepaid card to my new debit card. Is this from an international issue with my card being from the u.s. and I'm in the philippines or is it the same problem everyone else is having?

If you are very far away from the billing address associated with the credit card, the billing system will not let you add the card or make store purchases. This is to protect card holders from unauthorized charges. If you were at home, you would probably be able to add the card just fine.

To add the card you'll need to call or fax. Hold times are very long right now due to volume. If you'd like the fax info, just PM me.

If you have a family member (with access to the card) you trust at the billing address for the card, you could try to have them add the card. You still won't be able to buy points, but you'll be able to select subscription fees, or email requests for point purchases.

Does anybody know if I add my debit card to paypal and use paypal instead, will Turbine still check the billing address or would this resolve the international issue I'm having?
