Seriously, this spell is possibly the most glitched one I've come across...and I travel with level 20 wizards often when I'm favor farming ><
Right now what it effectively does is roll around "veeeeery" slowly and randomly roll to various targets...which often either doesn't work or screws up.
Instead of making it roll around slowly and pointlessly, why not just make it roll forward in the direction the caster is facing? So since I'm OCD about stepwise stuff :x
1. Caster faces a group of enemies
2. Caster uses Flaming Sphere
3. Flaming Sphere moves towards the targets at 2/3 normal movement speed
4. Once the sphere has moved farther than 100 ft. + 10 ft./level it dissipates
5. Inflicts 2d6 fire damage each time it rolls into an enemy (reflex save for half)
That's a spell I'd use more often.
