superior potency rings or magic rings of any type are pretty rare.

As for the ring, I have never pulled anything even close to it in almost 5 years of playing. It's incredibly rare. You could hold out for the superior potency 6 necklace that drops out of the amrath area, or craft a pos/pos/pos weapon with superior devotion 6 as the tier 3 effect, or you can just use a 3min superior ardor 4 potion from the House Phiarlan magic shop.
