Satisfactory resolution Required.

So I decided to do a greater reicarnate +3 to clean up my level 18/2 fighter/rogue. I had sometime around level 11ish (can't remember exactly) used a +2 supreme tome from the DDO store. On Sept 6/2010 used the GR +3 to swap level I choose my 2nd rogue level to maximize feats and skills. The problem is, my +2 supreme tome never applied...at all. No +1 at lvl 3, no additional +1 at lvl 7. My time-consuming plan went to ****. My toon is now weaker than he was b4 my GR +3, at the cost of a supreme tome and a GR+3, all purchased mind you with REAL cash for the points! I filed a ticket, canned response followed. Not a known issue we can help you, file a bug report. Bug report filed, with no idea if I will be properly reimbursed. Logged in this AM, Sept 7, my stats now relfect the +2 tome, which is NOT a satisfactory resolution, since the tome did not apply as intended, completely buggering my skills/feats and stats?

My question is now, who do I talk to/email to have a new GR granted so it can work as intended, and ungimp my character?
