You can't. No way no how. Doesn't work for this region. Paypal not active try again later. There are no other payment options for the country you are in. Of course there is no place to buy point cards.

I really want to get the bonus points, and I am highly upset with Turbine right now.

Currently in South Korea, but I have heard that Hawaii has similar issues.

If you are in a country where it is impossible to pay, can you at least get bonus in game points?

Unless you can convince someone back home that you know and trust to log in to your account and purchase the points for you.
