It's viable, but you'll do much less dps than your pure rogue. Dont think OTWF is really necessary unless you are running epics non-stop and even then you should be ok with buffs and divine power clickies.

Dodge and Power Critical have me scratching my head though. Your AC will be abysmal, especially not being dex based and missing monk lvls, lose Dodge. If you feel your to-hit is that bad that you need both OTWF and Power Crit then you may want to re-think this approach. Do all strength based rogues have this problem?

TBH power crit was a filler, didnt see much of anything else to get. My current rogue is dex based weapon finese feated however i seem to hit like a pansy on norm dmg atk's (not counting SA or any other types of dmg) no current DP clicky's just kinda eyeballing atm and looking for insight. Not to Mention after a little numbers crunching i notice im only gaining 16 raw hp vs my pure at the moment.

Take barbarian instead of fighter. Rage and 10% movement speed increase 4tw.

FYI if you take tempest I with your ranger levels, and go assassin II, you'll do more overall damage than assassin III because of the increased attack speed and rage.

Look up the Tasmanian Devil build. 13Rogue/6Ranger/1Barb. Currently the highest dps build in the game according to the number crunchers. I'm building one now. The build says go halfling to max your damage, but I went human for the extra feat. I 3 manned threnal west yesterday with a cleric and a bard. I got 90% of the kills of course, but we cut through those quests like butter on normal at 6 ranger/3 rogue. The bard we were playing with kind of ran ahead and got stuff aggroed on him, which actually worked for me for sneak attack. I was two shotting most things. Renders and elementals were tough, but not that tough. I don't even wear armor any more because I have a deathblock robe. The dps is so good I kill stuff usually before it does much damage.

At less than half way through this build it's already shining. Drop power crit. Improved crit 4tw.

Check out the build. It's similar to what you have, but better in some subtle ways.
