Either make the spell permanent, like it's description says it is, or change the text to reflex the actual duration.
"The power of unlife renders an enemy **permanently blinded**..." for about 3 minutes.

it's permanent for NPCs, just not for players. So when you cast it, it is blinded permanently. This was changed around update 5
