Speaking of noobs, i have seen several new players that reached the level to do tempest spine and loved it but then get dissapointed that the first few p2p raids are nothing like it.
DQ and RF are just big fights and Shroud is too high lv by the time you outlevel tempest spine.
VoN is possibly the best option since it has two parts before the big fight.
One such player got sands and work on flagging for DQ, he then saw no ads for it so made his own, but he did at lv 13 so no one took it.
Beside stating it was his first time he also tried on tuesday when most people is on timer.
When told that the raid was hard enough that people usually do it at higher levels he said he tought he was good xp at level just like TS.
In the end he just said he thought he made a mistake in buying sands because no one was running it often (not knowing about the timer) and asked about the gh raid, which involves another grind, another timer and another big fight that isnt done at level.
He was then concluded to wait and get the vale pack instead, having three raids in the long term, and try to level up for it.
All that goes to say there's enough reason to have a new raid that isn't just a big fight and can be done at mid-high levels when f2p content dwindle.
I'm going to start out by saying that I persoanlly would love to see more high level, non-epic content.
However, I think your statement that they don't listen is likely incorrect as DDO is likely more profitable when the freebs are buying points and playing otherwise they wouldn't design content for them. Unlike prior to F2P where the majority of players had capped or high level character, I bet that the opposite is true now.

New Raid Plz Dont even need to make it one with flagging--Just make a Huge High Level Tempest SPine Like Raid--but--plz make it a new raid and not just a revamped Tempest Spine although that would be cool--I want some new high level content that my friends and I can explore together.

...isn't so much that there aren't enough raids (don't we have 11 or so now?) but rather the ones we have now are WAY too static. Once you get a bunch of people who know the virtually "no fail" tactics, the challenge is lost. My recommendation would be to randomize some raid characteristics such that preplanned tactics only get you so far. Requiring everyone to be on their toes and ready to improvise would probably go a long way to making raids more interesting.

I can’t remember if it was when the old marketplace tent was destroyed or if it was an anniversary celebration event.
But all the raid bosses were out on the streets of Stormreach and creating havoc.
You could see Velah sitting on the roof or flying closely over your head in harbor, multiple Titan bosses in marketplace together with the other bosses fighting us for the control of the streets.
It was great fun teaming up with everyone else and matching your strength against this boss invasion.
Maybe not so fun for a new player unknowingly logging in there lv 5 alt and “poof” vaporized or cut to pieces by the Titan from the The Twilight Forge
I feel like killing some manticores, , a naga or three with some purple worm pets and then an Umber Hulk......can top it all off with a a 10-headed hydra boss if you like...
Make us run for purple worm and naga scales, Umber Hulk hair and Manticore poison as a catalyst.......combine them together in an altar to gain a custom armour dye or make an armour blank. Using hydra blood with the blank will give this item powerful regen ability which if combined with a piece of other armour, will destroy the old armour and permanently imbue it's ability onto the armour blank. Epic armour is to powerful to be destroyed and so rituals involving epic armour will fail although the epic armour will retain some of the shading of the armour blank.
Using various liquids collected from monsters you can stain the scales various colours as well as using certain parts of the Naga and Worm will allow the creation of specific armour.
The chest scales make breastplates and full plate. The tail is soft enough to make leather with the head making scalemail and chainmail. The legs create docents with the stomach being easy on the skin and makes pyjamas.
It will work on shields and helms as well. The only problem with the process is it binds to the soul of the character and whenever they try sell it or pass it on, the item will self destruct leaving a taint on the person's soul that won't allow any more binding until their soul has healed the blemish. Should take about 7-14 days for this healing to happen though.
Depending on your combinations you gain the following benefits on top of the armour you have used to imbue this blank;
Naga Scales: Proof against Poison, Poison Guard (save vs Fort or 1d10 Con DMG)
Purple Worm Scales: 5/Nuetral DR, Earthgrab Guard (Should be tentacles but meh)
Combination: Proof Against Poison, Exhaustion Guard
I'd run this raid 20 tiomes to be able to customise my armour. In fact they could even put in a little wheel where they have various parts of the armour with stains....think character creation with eye colours and shapes, hairstyles etc etc.

Please split the class forums into REAL subcategories this is a jumbled mess.
That's always the problem, isn't it? No new high level stuff except for low levels bumped up to epic.
If they're going to go about it that way, they might as well do something crazy like make Epic Gianthold or Epic Necro 1-4. There's a lot of items in both Gianthold (Jorgundal's Collar) and Necro (Circle of Hatred) that are essential to my build late game, and I would love to take them to the epic level.
From what I have heard one of the reasons we haven't seen any other old content bumped up to epic is the loot, they want to make sure they get it right this time (considering how much something like epic GH is likely to be being run) and not have another epic desert situation where half of the epic items still suck and are still being changed a year after release.

Yeah, I see where you're coming from. Golden Greeves...would be great for my build, but only 20% speed? Come on, I can get disease immunity from the Negative Energy II Cape I'm working on. Give me speed! And the Spiked Turban...if you haven't already found a place to stick +5 protection and resistance somewhere in your build, you're not going to make it.
That said, what would be fair epic versions of the GH items? I'll list them so no one has to look them up:
