How does the mob's attack bonus compare at the level of the quest? Should i expect that the attack bonus is the same as the quest level on average or is their attack bonus twice the level?

Twice the dungeon level will get you in the neighborhood, yes. A +20 attack from monsters in a level 20 dungeon would be hilariously too low, as many players get AC over 20 without even noticing. The monsters would have higher than +40, but not usually much higher.
