yes, if you eve read the 2nd ed handbook they had halflings but the description was almost word-for-word the description from "The Hobbit (there and back again)"The original creators of D&D actually based the game off of the races in Lord of the Rings. In fact, the ORIGINAL (70's) D&D had a HOBBIT race. Yup. Right from LotR.
Later, for legal reasons, they changed it to Halflings. But there original vision of halflings continued to be a more Tolkein-like version.

I personally loved Kender, had a ton of fun playing them. As someone said earlier too many used the poorly as looters of party members for personal profit which kinda ruined them.
Thing is where would they fit in DDO? Nothing about them fits in DDO. Maybe the special Taunt and that staff sling would be cool but everything else, the stuff that truly makes a kender a kender doesn't fit in DDO.

To the OP:
If you are new to the game, recommend you try out PD, or an RP guild or static. Seems like it might be a good fit for you. My Pd guild can be found by following the link in my sig. There are others as well. Check it out.
DL may be an inflexible setting but it is well built, all extra power given to races, classes and monsters is fitting on the context.
Most are balanced on its own ways, the knights ethos is harder than that of paladins, wizards don't fight each other, kender can't backstab, etc.
Dragonlances don't count since those are special to the campaign, you can't craft them whenever you want.
It is of course, too hard to take those things to other campaign worlds, let alone the newer 3.5 stuff of the later ages of krynn.
It also goes the other way in that you can't freely have stuff from any d&d book on Krynn without breaking it.
But banning things isn't exclusive of Krynn, i believe you can't do world mixing on Eberron either.
As for kender it may be right to think of halflings with attention disorder.
Just not plain childish, the other races describe them like that but they go beyond.
You may rather think of Bilbo and his desire of adventure but openly expressing it.
After all the first novels had too many parallels to tolken, no matter the different premises.
You can also consider all graystone races as having true brain damage, due to the raw magical exposure.
There's even the more recent tale of the 'afflicted' kender and gnomes that snapped out of it, whose reversed behavior would be quite what can be called normal, only they don't know.

Ok, I like the Dragonlance world and saga, I read them when they first came out.
With that said, this MMO is based of 3.5 not 2Ed. In 2nd, yes halflings were the hairy foot Hobbits, sort of like in Lord of Rings. In 3rd Ed. Halflings became the Kender from Dragonlance. The hobbit versions dont exist anymore.
Secondly, worlds are selected to give a detailed playing universe that others can play in with some sort of order. DDO was based in Eberron due to its newness and pretty much to adapt their MMO with their ideas. If set in Greyhawk, FR, or even Dragonlance, it would be difficult to go through new material that didnt potentially interfere with pre-set and hard coded world. That was their explanation 5 years ago anyway.
Net Effect, in DDO you are already playing a Kender.

I loved dragonlance. I think kender could be hilarious here. THey should be immune to btc and bta but completely unable to use the vendors or auction house. During a quest there items (with the exception of the hoopak) should be randomly generated periodically based on what everyone else has. Everyone else temporarily loses those items. Attempting to trade with the kender to get it back would just cause a reroll of the random items in his possession. I know it isnt setting appropriate but man these were fun to play.
I miss Dark Sun too. It never did really well but I liked the focus on weapon materials because metal was so rare. That half-dwarf race was pretty sweet too.
You know who else would be great fun to add to DDO Eberron, Underpants Gnomes
