You won't get banned for asking, and Rep is pretty much as meaningful or non-meaningful as you want it to be. I myself don't worry about it overly much.
Rep is pretty much a way for the forum users to police themselves - giving Positive Rep, or +1, to posts that are beneficial in some way to the forums. Neg Rep is given to those posts that are in violation of community standards or simply troll-like in nature.
Should you care? That's up to you.
My best advice is just be yourself. Don't worry about it too much, if at all, and you'll be fine.
There is none. It's borked, it's flawed, it's easy to abuse. Just ignore it.
The more positive reputation you have the more green dots under your forum name you get. Negative reputation substracts from those and even goes into the negative possibly giving you red dots.
The original intent is probably to guide people as to who has more experience in giving good advice and has a generally good forum persona. It should mostly help new people get a sense of orientation on the forums.
It is subject to exploitation in some cases and misinterpretation in other but I personally believe that it is still working as intended most of the time.
If you do not care about rep you can turn it off in your User CP. You will still see other people's rep but yours will be "hidden".

I think its just a system in place to give the forum posters the illusion that they have some control over what is going on the forums.
Its an interesting idea to be sure but one that could use some improvements. Right now I believe its based to heavily on group consensus meaning that if you are in a discussion and your viewpoint isn't the popular group one you are likely to get some who feel offended that you do not agree with the majority. Then you get some negative rep. I don't believe this WAI since I believe it was meant as a way to warn people when they are getting a little bit to far out of line. IMO the neg rep side of this system could be removed and it would improve this system a lot. Instead of having the players try and "punish" bad behavior it would be better just to let them reward good behavior. The moderators should be the ones that handle bad behavior that is their job not ours.
The positive rep side I am all for since it will let you know when you have hit a good point or a subject that is interesting to the forums.
solid answers. thanks. but just to clarify, you don't actually get anything cool for positive rep? I mean if I could get like a potion of cold resist I could try to be more helpful on the forums.

+Rep? Just a way to tell someone you liked their post w/o spamming up the thread by saying "I liked your post". It's nice to get it as well as affirmation that you made a funny or had truthiness.
-Rep? Never gotten it, only given it once (someone who was truly beyond the pale). I suppose it keeps people in line and keeps a more civil discourse.

If I were you I'd not worry about the reputation a lot. But If someone helped you, sure rep him; but also keep in mind that for some people a simple "thank you" is much more appreciated than some virtual points.

My surprise with the rep system came when my views were outright bashed because they didn't fit in with the 'rep community'. I was under the assumption that people with a lot of positive rep would be the mature leaders who could appreciate various playstyles and provide an unbiased perspective. I couldn't have been more wrong.
What I have found is that most people with rep have a -very- narrow minded view of the game. In addition to this, they know how to manipulate the forum to cover up posts that call them out. They literally can't even percieve that someone would not want to listen to voice chat. I suggested once just letting things fall where they may in a raid without giving instructions, and this was seen as trolling. Anytime something is said that doesn't fall in line with the way they think the game should be played, its considered trolling. The voice chat thing has changed a bit as of recent, after I accumulated like -500 rep.. now it seems that there are more people willing to tell people that they simply do not want to hear the voice chat.
I have found it -very- surprising that the people with alot of rep are for the most part simply manipulators. I made a response once that kind of went against the grain and my post was ridiculed for like 3 pages (it was an ongoing thread in the new player forums). After it died down a little, some guy who is supposedly "Hero of the People" then comes out and makes an 'interesting insight' reflecting exactly what I wrote several pages before... and after he was one of the people criticizing it. ... as if people would see his insight but not mine because it was so far back. Other times when you are in a debate with them, they will try to bury your posts especially if you call them out or they are made to appear wrong.
So all in all.. I have found it a little disappointing. It is only a game of course, but its sad that a few forum people can be given so much leeway to dictate the way things are.. even when it causes so many people to leave the game or simply not group with other people because of it.

what Ive learned about the rep system- by Kalari
1. Most who dont have rep want rep, no matter how much they say they dont they make constant posts and the like because they want it.
2. Those who dont have high rep think there is a clique or club for high reppers that we have super secret meetings on the next noob were going to target. Dont matter if many of us dont know or even like each other.
3. If you talk enough of the boards you will form some kind of rep good or bad eventually being positive helps at times but being funny seems to be better.
4. No one with more then 2 red bars got it for being "persecuted" they are a troll no matter what defense they try to give. No one gets a ton of neg rep red bars without earning such.
5. Rep can be changed by moderators if its false those who think that they are being persecuted should just talk to Tarrant or Tolero its simple as that.
6. Farming for rep is bad and if someone feels your doing such they can report it and get it taken away.
7. And most important and what many of us with the high rep learned...IT doesnt matter. It doesnt get us anything but people who accuse us of neg repping them even if we dont even quote their posts. We get that its only mean vets who use their neg rep powers to keep the man down. So basically your going to eventally get what you ask for and realize "It dont matter" these boards are full of misery and if rep was meant to be an "achievement" it failed big time all it does is bring out spiteful jealous people who want to either neg ya cause your not like them or ***** that you got your rep erroneously. Seriously the system could go tomorrow and many of us wouldnt give a flying <insert explicative here>.

I have to say that as newish player and forum reader, I know the rep system helped me gain a better understanding of DDO and how to build and play better toons. It isn't perfect, but then few things in life are :-).
As a newcomer you often see posts that look like this
Person 1 (300+ posts & no - -ve rep) "There is no need to do xyz or have abc on your build, you can use xxxx and do yyyy and it works much better"
Person 2 (1000+ posts and big green bar) "Actually thats incorrect, and here are the reasons why..."
Person 3 (300+ posts & big green bar) "You also might want to consider xxxxx"
Person 2 - "Never found that usefull but I can see where your going...."
Person 1 - "Your all wrong, you know nothing about this game, I'm right and I've proved it because I have 15 capped toons in this game etc. etc. etc."
Without the reputation system, a new player may have difficulty judging which of these posters is actually offering good advice. Person 1 may seem a little agressive but that doesn't mean they're wrong. (OK, so I may have made it a little obvious with my wording, but you get the picture)
With the reputation system, a new player is better able to judge which advice is worth investigating and which is likely to be flawed.
Now, I do not believe in consensus = proof and I am fully aware that the size of the green bar is not an automatic indicator that everything that person says is correct, however it does provide some guidance for newbies like me to know who is probably worth listening too, and who is probably worth taking with a pinch of salt.
