Cyberpunk, Since I am a huge fan of System Shock, SS2, Syndicate, Syndicate Plus....
The problem is never how to get new, innovative thoughts into your mind, but how to get old ones out. Every mind is a building filled with archaic furniture. Clean out a corner of your mind and creativity will instantly fill it.

I choose option 4, Eclipse Phase. Though given thats not an option D20 Modern only because it allows you to do alot of different sorts of games. Given an option of playing a game with a built in universe i'd prefer that but i personally hate Shadowrun (heck i hate the sub-genre it represents as well) so thats why it didn't get my vote.
Of the three, I've only played d20 Modern, and it wasn't a very long lasting game.
The DM turned out to be quite a bit of a flake, and could never commit to anything longer than 3 months.
But thanks to him I'm in an awesome Pathfinder game.

I understand that you dont want to play creature of the night, but why not just take the vampire etc out of any of the 2nd edition StoryTeller games?
the 2nd edition StoryTeller game systerm (vampire the masquerade, werewolf the apocalypse, mage the accension, wraith the oblivion, changeling the something-something) has been, overall, the best gaming system i have used.
and i hate vampires!

Deadlands: Hell on Earth is a great post-apocalyptic game. I would use the original version, not the savage worlds updates, personally.

I listed the 3 mainly as they are the big ones that are not whitewolf.
My main gripe with whitewolf is the d10 system doesn't resonate with me, I get it and it works, just not my cup of tea.
I thought about throwing conspiracy X, Gurps, and Rifts up there too but I never got to into those The d6 system and whatever the heck RIFTs was based on I couldn't get into either...I just love my d20's.
and I know Cyberpunk is an odd die system....but I found that one to my liking, but i don't know why.

too bad you hate d10s or you could go all the F'n way crazy and dig up an old 1980s copy of TopSecret.
I have heard from several people that once you got used to it, it had the best flowing combat system ever. you rolled a percentile dice and tried to roll below a target number. if you hit, your 10s number became the damage and the 1s number became hit location. you got all three results with a single roll.

if you hate the way the d10s are used in whitewolf's StoryTeller, then shadowrun is right out, its basically the same system using d6s.
the new 3rd edition is slightly better then the old 2nd edition but its still very similar to the StoryTeller thing. In the old system modifiers adjusted your target number up or down, in the new system it adjusts your dice pool instead. in the old system all 6s where rerolled and added to the 6. so to hit a target of 14 you need to roll a 6, a 2nd 6 on that die and then a 2 or higher on the third roll. this could lead to some tasks with targets in the high 20's or more and some numbers are essentially equivalent targets, 12 and 13 for example, because you get at least one more when you roll the die again.

shadowrun does have one really good thing to recommend it though... the rules for blast radius on AoE effects like grenades and stuff.
if the blast radius of a weapon extends beyond something that can withstand the force of the blast, such as a "hard wall" then the effect rebounds off that surface and someone can be effected by the "reflected" effect in addition to the original blast. this can create a series of overlaps when a 30' radius blast occurs inside a 10' square room where you can be effected by up to 16 overlaps from a single explosion. This is called "the chunky salsa" effect/rule.
that is reason enough to consider playing any game.
