2 weapon fighting norm to use penaliziing feats?

Feats like power attack and Combat expertise give major penalties to attack for damage and armor. Now 2 weapon fighting gives penalties to attack already so is it a major conflict and hindrance to use 2 weapon fighting with these feats?

If you're using 2 light weapons with no feat you have -4/-4

If you're using 2 light weapons and TWF you have -2/-2

Yes, it is normal for TWF characters to use either PA or CE. You might want to delay doing that for a few levels based on your specific build and gear, but eventually you should have one of those on all day long.
