Do people just hate this quest? Or Inspired Quarter quests in general? A full day of advertising for people to join for this quest, and I have yet to get a full party. Is it bugged? Is it a useless quest? Hard? Boring? Both?

Just solo it.
A better advertisement would be for Mindsunder disc farming. That seems to pull all sorts of people out to do that quest.

in IO most quests are soloed within 5-10mins, the wait to get a party is most of the time longer then the quest itself

I have yet to try this quest but I hate it already.
Kidding.
One of the benefits of being in a guild I imagine is being able to coerce them (or guilt them) into helping you get thru it. So I guess that would be my personal plan of attack.
Trying to PUG your way thru higher level content = fail waiting to happen
Yup. See why no one wants to do the quests. Short, and amazingly hard..at least on elite..and when my Fighter build with nine levels of cleric is the only main cleric...150ish Heal Scrolls, and 40 Raise Dead scrolls later, four quests finished on Elite. I'll be one of those people that will never run those quests again, unless it is on normal..or on elite with a real cleric.
