If you go the armor rout (say a light armor) it'll cap your dex and lower your over all reflex save.

This is wrong. The DEX cap on armours only affects how much DEX bonus gets added to your AC, and has no effect whatsoever on your reflex save or anything else that relies on the DEX bonus.
