In general, yes. However, if you are down to one fountain left, all the puzzles are solved, and someone(or multiple people) have already said they've got it, I'm not going to wait at that point to grab the chests. I've also been on the flip side,where in a pug Shroud, a guildie and myself, between the two of us, solved five of the puzzles and ran at least 9 waters. Most of the group was standing around the middle twiddling their thumbs. When I lead these days, I make it a point to tell everyone to run water. The only exception might be a healer standing there healing people as they run in and out, but that still speeds up the overall process.
