Lv 11 Lv 3 spell ability too low huh?!?

I just recently achived Lv 11 which open up new more useful Lv 3 spells for me. Problem is every time I try and put the spell in the slot it tells me ability score is to low. I dont understand it? My wisdom is a 12 and my skill for Heal is Wis 6. what am I not doing right to fix this? I hate not haveing access to my lv 3 spell at this point in the game.

you need a 13 wisdom to cast level 3 spells.

You must have 10+spell level casting stat (WIS, in your case) to cast a spell.

Don't worry, even if you started with 6 base Wisdom (as a WF) you can still get 14 to cast lvl 4 spells. If you started at base 11, buy a wand of owl's wisdom to last you until you get a real item. If not, don't worry, lvl 3 spells suck, and many of their good effects are replicated by wands. Lvl 4 spells, however, are useful.
