It seems an arrow to the leg is a much, much more pressing matter than a sword repeatedly hitting a monster in the face in this game. Why?

Really? The general consensus, as I have heard and read, (before manyshot was fixed) that bow combat is the most gimped form of combat in DDO. Heaven forbid someone ask me if I'm a bow ranger (and I answer honestly) before accepting me into a group, I'd get an ear full before being declined.
How do you define "a much, much more pressing matter"?

I have a feeling they are refering to Aggro mechanics, not DPS mechanics.

some times its good, say if you want aggro to pull out a bow to pull it to you then pull out your melee weapons when its almost there. Or to pull agro off of squishys.
People throwing arrows at you would be like a fly buzzing around the room, one of the most annoying things.
