Not exactly... Since U5 patch 1, suppressed power gives it +6 wis and +1 exceptional wis skills but ML:5 and Bound to Character (no longer BTA). So you can only use it after TR.

dont think its ML 5, however cant you use stone of change on it after IF it isnt BTA?

5.1 changes were not retroactive for Ioun stones. I currently have 2 unlocked Vibrant Purple ones that are still ML5 and BTA, 1 locked Pale Lavender that is stil ML5 and is not BOE, and my collection of 5 random stat Iouns are still all ML9 and not BOE.

I have not upgraded one since 5.1 to tell you with certainty or not whether they upgrade to the 5.0 or 5.1 versions, but my guess/assumption is that the 5.0 versions will still upgrade to their 5.0 stats.

I really doubt that. There are "recipes" for crafting devices and these do change with game updates. The current ones are set to upgrade ioun stones with suppressed power to ML:5, BTC, the old versions are gone. Previously unlocked ioun stones stay as they were (except for pale lavenders which were retroactively changed to get exclusive and new version of charges). But I also cannot confirm it as I unlocked my stones before the patch.
