TR = True Reincarnation. When a DDO char hits lvl 20, it can TR, which means it starts over as a lvl 1 char, but with 34 build pts for stats (instead of 28 or 32) and the Past Life feat of its previous life's primary class; but it takes more XP for it to level than a non-TR char. [You can also take a second Past Life feat which adds another bonus.] If you take that TRed char and TR it again, it starts with 36 pts and two Past Life feats; you can keep TRing and gain an extra Past Life feat every time, but 36-pt builds is the max IIRC. There is a special feat called Completionist that you can take if you TR a single char thru every class in DDO. Your build indicates you've TRed twice from ranger & wizard. Let me guess: you clicked on the True Reincarnation options without knowing what they did, right?
You can make a pure ranger Tempest if you want, but the last two levels of ranger don't do much for Tempests apart from the extra Favored Enemy at 20; the ranger capstone only affects ranged attacks. So most Tempests splash other classes, like rogue for trap skills, UMD, & a bit of sneak attack, fighter for extra feat(s), monk for feat(s) and WIS AC boost, or barbarian for Rage & run speed boost. I even splashed wizard once for the free metamagic, but that was on an Arcane Archer.
Were I to do a pure human ranger Tempest on a 28-pt build, I'd probably go with something like this:

Should have pretty good melee DPS - especially once you have khopeshes - while still having good ranged DPS as well, stealth, self-heals (first w/wands, later w/cure spells), all the ranger buffs. Only downside is you can't cast lvl 1 spells until you find a WIS +3 item, which can't be used until min lvl 5 IIRC; and you need a WIS +6 item to cast lvl 4 spells. Could go INT 8 WIS 10 instead to make it a little easier on yourself when it comes to WIS items. I prefer the extra skill points, but it's not a huge deal either way IMHO.
But personally, I'd rather play a ranger 18 / 1 / 1 build like this one:

Gives up final Favored Enemy, capstone, stealth, some misc. skills, and 2 pts of DEX for trap skills, 23 ranks of UMD (vs 11), 1 extra feat (I went Maximize for better heals), extra proficiencies from fighter, and +10 HPs. Added bonus: you can wear medium or heavy armor from lvl 4 (when you take the fighter splash) to lvl 11 (when you get Evasion), at which point you should switch to light armor or robes. You can even use tower shields without penalty after lvl 4, on the off-chance you need the extra AC.
Ultimately, though, you should play what you want to play, not what someone like me tells you that you "ought" or "must" play. Figure out what you enjoy doing in DDO, then figure out how to get good at it.
