Default "Delete file failed" installation error

My friend is trying to install DDO on Vista. When running the installer he is getting this error immediately:

    C:/Program Files/Turbine/Dungeons and Dragons Online-Stormreach/msvcp71.dll
An error occured while trying to replace the existing file:
    DeleteFile failed; code 5.
    Access is denied.

I told him to set the installer to administrator and he did, but to no effect. The error box has an option to ignore. If he clicks that, the installer hangs on one file and eventually repeats the error message.

The problem looks to be the same as this: http://images.ddoforum.turbine.com/s....php?p=1660045
    and similar to this: http://forums.ddo.com/showpost.php?p...30&postcount=5

...but as far as I can tell, neither were resolved.

The .dll files in question appear to be associated with the C++ library. I might try adding those .dlls to his version of Windows from my installation directly, but it smells like a permissions issue and since I don't know much about Vista, I thought I'd ask here first.

If anyone knows how to solve this issue, I would be most grateful.

    Having the same issue here
    With the same error message.

I am running as an administrator. And yes, all my firewalls are turned off!
I've searched everywhere and cannot find a solution in forums.

That error (DeleteFile failed; code 5. Access is denied.) is generally an "In use" error, after you make sure that the game and game launcher are closed before running the install I'd then reboot the PC because Windows might just have the file still marked as "in use" incorrectly. Rebooting should clear out that and if any app/util was using the file that should reset it (just make sure yuo don't have the game launcher set to open with Windows, if so be sure to exit it)
