...I didn't think you could get into the subterrane at level 7.

If you're in a party that is already in the Subterrane, you can enter regardless of your level.

You wont get credit for slayer, explorers, or rares, though (and unlike being over the level, it doesnt have a message that TELLS you you wont get credit... you just dont get the Explorer Area Quests).
