Yes. When they first came out they were bound to account, but last I heard they were changed to bound to character.

What a surprise, this important piece of information isn't clearly stated on the items description before purchase.
Seriously Turbine, what is the logic behind this. Is there a 160 character limit to what you can say? You running your DDO store through a SMS service or Twitter?!
The (un)bound status of an item should be made part of the listing. A drop down box, or bullets for the person entering the item into the catalogue to select/check that displays in a field of the product info separate from the written description/blurb.
Similar to the level requirement.
e.g.
Level Usable: All / Must be level n to use.
Classes Usable: All
Bound: No / To Character / To Account
BTC Bags were my first lesson to be very careful reading the product descriptions and compare similar items in case of omissions.
Well on looking the descriptions for the bags clearly state they are Bound to Character. Not sure when that change took place, but I welcome it.
It doesn't negate the fact that a lot of items on the store have poorly written and sometimes quite misleading descriptions.
