need help with build

i want to make something that does lots of damage without dying much i only have 28 point build and no special races/classes except drow. i want to be melee cuz i hate running out of sp and i probably wont get higher then lvl 9 or 10 so it cant be one of those "late bloomers" or w/e that isnt good till like lvl 15 or something. i meen i hope to get to lvl 20 but... probably wont happen.

If thats the case why not look at my Earthen Storm build.
Mind you you will need to make changes here and there for it, but should be workable for any race... generally
