No this is not in reference to the junk that is epic upgrades. Instead this suggestion is for all the other loot that drops out of chests in epic content.
Suggestion:
Let random 'epic' items drop from epic chests AND all chests that should have loot above level 20 in them. This is not in reference to named epic items, but instead is in reference to having actually useful and powerful loot being possible on the random tables. To enable this the enhancement bonus limit would be removed from epic tables, the prefix/postfix restriction would be removed, and new epic abilities to go on these items would have to be added along with all the existing neat abilities possible from named and crafted loot. Also this epic loot should have chances for increased damage dice, reduced spell failure chance, increased base armor bonus, and improved crit profiles where applicable.
Some sample new 'epic' abilities:
Greater Banishment: Upon a critical hit with this weapon any being from another plane of existence is banished to their home plane unless they make a DC 30 will save. No HD limit.
Superior Striding: +45% Movement Speed
Superior Banes of all types
Balanced Strike: Each attack you make with this weapon deals 1d6 good damage, 1d6 evil damage, 1d6 anarchic damage, and 1d6 axiomatic damage. The weapon gains damage types good, evil, axiomatic, and anarchic. You must be true N to wield this weapon. UMD 35 to bypass.
Ward Breaking: When you hit a target with a critical hit you strip any wards the target has protecting them. This includes death ward, epic wards, mantle of invulnerability, and the wards protecting many giants among others.
Why is this needed?:
Because quite frankly the random loot tables have for a very long time been useless junk. New abilities that do truly useful things along with some cool rare possible combinations would make random loot competitive in rare cases with named loot.
