LitII falchion wins.
If your a paladin, or if you're level 10/11 SoS might be a little closer.... but not much beats Greensteel.

Yes and no.
You get SoS at lvl 10 I think and Lit2 at lvl 12 (unless you got one of them anciant uber lvl 8's).
SoS is better on the relatively low HP mobs all the way through the vale. If you are doing good DPS, the SoS with improved crit brings the rain!
If you are not doing the dps, lit2 is good but it doesn't really proc often enough.

redraider has a point - on low HP monsters, the crits of SoS are going to get the kills, while LitII's effects are going to do more damage over time.

Yes, I am seroius, and this was my thought process. If the crit ranges are the same how big of a difference does the x3 make vs. the x2 + greensteel effects when it comes to killing mid-game mobs. I'm likely going paladin (WF levels in strength) for my next life and wouldn't mind crafting a lightning II falchion if there was a significant difference.
If it's essentially negligible however I'd just assume save the larges.
Lit 2 outclasses the SoS.
On a non-crit, the Lit 2 averages about 23-25 damage more than the SoS (12 from Lightning Strike, 7 from Holy, 3.5 from Shocking Burst, some more from base damage although I'm not sure how much). Call this 24 damage.
On a crit, the SoS is x3 to the Lit 2's x2 (let's say that's a 50 damage advantage to SoS at this level range; it will be a bigger boost to SoS at higher levels). Lit 2 then has Holy (7), Shocking Burst and Shocking Blast (14.5 15-19, 28.5 on a 20, call that 17 average), and Lightning Strike (12) to be 14 damage behind the SoS.
If you hit on a 2: Lit 2 deals 312 damage more on the hits and 84 less on the crits - 228 more damage per 20 swings to Lit 2 or 11.4 damage per swing. In short - Lit 2 is superior even if the foe has DR 10/adamantine, such as the Aspect of Cunning in Offering of Blood.
If you hit on a 10: Lit 2 deals 120 more on the hits and 84 less on the crits - roughly 2 damage per swing ahead.
If you hit on a 17: Turn Power Attack off, you noob!
