I had Lockania trace my lineage but the server won't give me credit. Granted the quest doesn't have xp but it won't clear either and let me finish.

Yea, I remember it happend to me too. I tried the quest but after that I discovered I had a bug and the quest got "abandoned" while in the game, which is something I think impossible but that's why I say its a bug.
Oh yea, maybe you really didn't answer all the questions right or once you finished answering you pressed something wrong and accidently leaved the "chat" (with the npc).
