just tried to tr my fvs and insted of getting to tr i bugged out and am now lvl 20 rank 84......cant tr cause i get the message that i have enough exp to lvl and need to do that b4 i can do my TR.

Same problem here trying to do my 2nd TR.

I am unable to True Res. I turned in the heart and I have the reincarnate option at the login screen. I'm propted to enter my name to confirm. After I enter my name, a message says I have XP to level up and must use a trainer before I can TR. The trainer says I am at max level. My XP bar says I'm at max level. I have 3,139,250 XP which is the max after 1 TR.

Yeah, that is me searching for a solution in the forums before posting as a new issue. I hope I get more of a response than the last guy. Yes, I opened a ticket.

Update for others that may run into this.

It is a known issue and GM's have the ability to fix it in game. The GM didn't have any details about what may cause it.
