Game locking Characters out.

Hello.

I am just wondering if the game locking characters out of an instance until it resets normal? It has happen to me a few times, usually solo so I figured it was maybe a glitch well soloing. However it has happened with other people in the group for the first time today. Call me lucky or unlucky, whatever. There is something wrong with a game when it locks characters from entering an instance again. I can deal with lag but why can't I log in to characters at times when they lag out? I can even log into different characters and then (since it boots the other character out of whatever group they were in and therefore the instance they were in) log back in. Is this in anyway normal?
