No, they are both Competence bonuses. I believe the bonus is intended to offset some of the cost of being a more Arcane version of the Arcane Archer instead of a Ranger Arcane Archer.

It's really nice when you end up making something like an 18Fighter/1Wizard/1Rogue version of the Elf AA to pick back up some of that attack speed.

The quiver is actually an Alacrity bonus which is the same type as haste. You can also get that bonus on the Black Dragonscale armor.

What about the Deepwood Sniper set bonus? Does the 5% stack with anything? Always get confused with all there different types of bonuses and what stacks n what doesn't stack.

Deepwood says it's an alacrity bonus. Which would mean that it doesn't stack with haste. However I don't have the ring for that set so I can't confirm if it does or doesn't stack.
