Well, every DM I play with allows RoDr. As for cheese, there were some good points and some bad points.

I agree with you that I hope they don't come the the shores of Eberron, but thats because I prefer 1/2 Dragons. Plus, Dragons and Draconic races play a specific role in Eberron and should be handles accordingly.

There's always the chance of a rogue dragon making some halfdragons, but they'd be hunted down.

Thers are half-dragons allowed to exist but the all are agents of The Chanber. They help infiltrate the lesser races lands when a True Dragon would draw way too much attention. They act as agents in rooting out the elements of The Prophacy for The Chanber.
