Dragonborn is a 3.5 player race they appeared in Races of the Dragon by WotC.

Currently, there are no known plans to introduce Dragonborn to the game. The next race is Half-Orc, probably followed by Half-Elf.

But as a side note, I confirm dragonborn originated in the 3.5 Races of the Dragon, not 4e. 4e simply made them a PHB race.
I would support Dragonborn only if you have to reincarnate into one and not "start" as a dragonborn following the 3.5 version, not the 4e "omfg I iz dragun"

I personally don't feel that Dragonborn can 'fit' into Eberron without some major tweaking of things.
Especially not 4e's "oh they were another ancient empire on Khorvaire, um, before the goblins empire maybe?"

Aren't Ebberon dragons extremely xenophobic about draconic hybrids with other races?
As in, to the point of hunting them down and exterminating them?
Or at least strongly controlling of them, yes.
I think there's some halfdragons on Argonessen they allow to live for some reason or other... could be mistaken, though, and they just kill them all like you say.

I will try to find the quote but the people living on the coast of Argonessa worship the dragons but are not dragonborn.
Argonnessen is the continent of dragons, occupying the southeastern part of the world. Off of Argonnessen lies the island of Seren. Argonnessen (and Seren) are for the most part off limits to the "lesser races" (which includes almost everyone except a dragon). The continent and island are also inhabited by dragon-worshipping human barbarians. Many of the continent's dragons are members of a group known as the Chamber, which interprets the Draconic Prophecy and uses it to shape the world to the dragons' liking. Unlike most dragons in Dungeons & Dragons, there is no correspondence between a dragon of Argonessen's breed and its alignment. Thus, a silver dragon could be chaotic evil while a red dragon could be neutral good.

Oh I know that. Those are human tribes. I was thinking there were some halfdragons around though...
There's always the chance of a rogue dragon making some halfdragons, but they'd be hunted down.
So, sure. Dragonborn! You cannot do any quests bestowed by or relating to dragons, with the exceptions of Misery's Peak (you don't really 'encounter' her) and the Litany of the Dead (he seems like a rogue dragon to me).
No Gianthold. No Repossession quest in Sharn Syndicate. No Reaver's Refuge.

There quite definitely are half-dragons running around Argonessen, they just run around in a place on the continent called The Vast (the northern part of the continent).
As for the dragonborn thing, maybe Argonnessen favor + reincarnation should make them rare enough.
I most certainly hope so my friend. There is a lot of misinformation and misunderstanding as to where they belong, but imo, they BELONG in Eberron, period.

It's under Dragons of Eberron (3.5), second chapter. It is under the section called "Territories of Argonnessen" (with a map too). "The Vast" is essentially a testing ground for those young dragons not serving The Light of Siberys (the army of Argonessen) and is a large piece of land where dragons are free to muck around and do whatever they want (barring adventurers and other dragons interfering in their plans). It is the only place where you can encounter a wide variety of nondragons, and also contain a lot of random cultures that were thought to be dead (Elves that have never heard of the Undying Court and Hobgoblins rescued from the Dhakanni Empire). One of the sample encounters has you encountering a Half Silver Dragon Half Elf humanoid. His backstory is that a female silver dragon decided to have intercourse with a lost half-elf out of boredom.
Ah, so basically a zone set aside by the dragons with no rules no consequences?
