Login Queue or lack of one

I remember before going VIP many months ago reading the perks here http://www.ddo.com/vip and One mention and on the list is Login Queue "Priority".

But when ever the server is under load and I go to log in I get a pop up saying server full and booked from the game.

Why isn't there a log-in queue?


Normally I get in my second or third try but that's not the point.

This. If you check the Launcher log, you'll see that all the worlds came back as
NOT FULL. I remember logging in one weekday mid-morning and getting server full
3 times in a row. When I finally got it, there were only 3 Marketplace instances
active - yeah, pretty empty.
