I haven't noticed anything that seems different except maybe slightly more frequent successful saves, but that could simply be my perception, or I've just been having bad luck (which seems to the case in general the last week on the game). I know I've been using my paralyzing bow more than usual (instead of my WoP bow) since the bad guys are returning fire and running at me all the time now. So heck, maybe paralyzers are becoming more useful now.
Didn't read it closely, but it sounded like off-hand attacks have only a percent chance to do anything at all. Therefore the offhand attack will show up much less often than before..... hurts DPS, but IMO hurts things like holding a paralyser in your off hand even more than it hurts the DPS....
Just going off what I read though....haven't tried to experiment with it at all.
Well that's the nerf in action. If you paralyzer hand fails to proc 20-80% chance, then you'll not get the option to try for a paralyzer proc check.
So you're % to paralyze is far less if on a TWF and off hand and not got 100% proc rate.
nerf, nerf, nerf, baseball bat! ..
Bah. Might be time to just go for straight damage weapons then. A reduction in successful paralyzing attempts jacks with my fighting style. Bah.

A character with no two weapon fighting feats has a base 20% chance to proc off-hand attacks.
The Two Weapon Fighting, Improved Two Weapon Fighting, and Greater Two Weapon Fighting feats now grant a +20% bonus to proc off-hand attacks.
So yes depends on your feats and escentially BaB... off hand weapon favors GTWF (BaB 11+) at 80% proc chance.

No changes have been made to paralyzing weapons.
If you have the full chain of TWF feats (and aren't a Tempest II), you'll have an off-hand paralyze attack trigger 80% of the time. (If you're a Tempest II, you'll have off-hand paralyze attacks 100% of the time.)
